Plymouth has, like many other coastal cities, high mortality rates. The wider determinants of health contribute to both poor quality of life and inequalities. The local authority, Plymouth City Council (PCC), recognises that tackling the problems related to employment, housing, food, crime and education requires an innovative approach which is outlined in The Plymouth Plan.
PCC and the University of Plymouth have both prioritised research on what influences or determines health and the consequences of health inequalities. This is partly due to the high levels of deprivation, unemployment and poor education levels in the city, in common with many other coastal, post-industrial areas of the UK.
Previous research found that community groups, PCC and the University had common ambitions to carry out research that had a local impact on decision making and quality of life as well as creating nationally relevant new knowledge. This application extends that model to the wider areas that PCC has responsibility for in education, infrastructure and community cohesion.
The project aims to improve the skills and confidence of PCC staff and the community members it works with in using and producing research. We hope that by setting up an HDRC, it will produce a change in how people work utilising the thinking around 'human learning systems'. This approach will allow the people of the city, and the staff delivering our services, to contribute directly to research and the design and delivery of services.
A unit will be established in PCC to bring together some of the current staff who are interested in research with researchers and University colleagues in an embedded approach. University researchers will teach the research skills that are needed and supply specialist knowledge. PCC staff will help researchers understand the local situation. They will carry out research projects together and involve local people and organisations. The projects will be focused on elements that influence people's health in Plymouth, particularly in more disadvantaged areas.
The HDRC will build on these strengths to ensure that there is better understanding of what works, why and under which circumstances (financial, contextual and organisational) and share this learning locally and nationally, particularly with other socially and economically deprived coastal communities.
 
 
 

Objectives

  • Support changes aimed at addressing the wider determinants of health through a cultural change in relation to the use of evidence and evaluation
  • Carry out specific prioritised research projects related to The Plymouth Plan's innovations to address the wider determinants of health
  • Successfully bid for external research funding
  • Build collaborations for sharing knowledge and carrying out research with other HDRCs and similar coastal communities.

Finding solutions to the challenges facing coastal communities
The University of Plymouth is one of the few UK Higher Education Institutions with a critical mass of academics with a proven track record of research on coastal communities. The Centre for Coastal Communities brings together researchers looking at coastal economic performance, deprivation, migration, educational underperformance, displaced populations, health and social care, the blue economy (renewable energy, fisheries, aquaculture, tourism, recreation and leisure), plastic pollution and economic, social and environmental policy for coastal communities.
